Medininkai massacre

On 31 July 1991, seven officers were shot and killed at Medininkai border checkpoint:

• Mindaugas Balavakas and
• Algimantas Juozakas (officers of the rapid response team ARAS),
• Juozas Janonis and
• Algirdas Kazlauskas (traffic police officers),
• Antanas Musteikis and
• Stanislovas Orlavičius (customs officers).

Customs officer Ričardas Rabavičius was injured and died in hospital on 2 August.

The only survivor, customs officer Tomas Šernas, suffered severe brain damage and became disabled.

Lithuanian prosecutors qualify the incident as a crime against humanity. Russian citizens

• Cheslav Mlynik,
• Andrey Laktyonov and
• Alexander Ryzhov

are named suspects in the case. Russia refuses to extradite them to Lithuania.

The only person who has been sentenced for this crime is Latvian citizen and former Soviet OMON officer Konstantin Mikhailov. Vilnius Regional Court sentenced him to life imprisonment in the spring of 2011. He and the prosecutors later appealed as the defendant denies his guilt and the prosecutors want Mikhailov to be sentenced for crimes against humanity.

"Murderers will not be left in peace"

Speaker of the Lithuanian Seimas Loreta Graužinienė said on Thursday that Lithuania would not leave the Medininkai murderers in peace, despite Russia's refusal to extradite them.

"We must not give up and leave the murderers in peace. Although we are aware of the existing geopolitical situation, the task of serving justice is becoming even more difficult for Lithuania," the speaker said at Medininkai Memorial in Vilnius District.

During the commemoration, Interior Minister Alfonsas Dailis Barakauskas presented the only survivor of the Medininkai tragedy, customs officer Tomas Šernas, with a ministerial sign "For the Sake of the Homeland".
