Oleg Kutsyn was born on November 23, 1965 in the city of Ivano-Frankivsk, where his parents were studying at the time. He graduated from Tyachiv Secondary School No. 1, now Secondary School No. 1 named after Vasyl Grenzhi-Donsky.

Political activity
In 1989, Oleg Kutsyn joined the People's Movement of Ukraine for Perestroika. With the start of hostilities in eastern Ukraine in late May-early June 2014, Oleh Kutsyn organized a volunteer group of Svoboda activists to collect and deliver aid to Ukrainian servicemen serving in the occupied Slovyansk region of Donetsk Oblast. They mainly helped soldiers of the National Guard and related units of the Armed Forces of Ukraine. Initially, there were only a dozen volunteers, based on guys from Stryi, Transcarpathia and Kyiv.
In early summer 2014, volunteers decided to join the National Guard of Ukraine. Volunteers were trained at the training base in Novy Petrivtsi.
