Yuri  Shvytkin was a Russian military, government, and political figure. He is a deputy of the State Duma of the Federal Assembly of the Russian Federation of the 7th convocation. He is a member of the United Russia faction and deputy chairman of the State Duma Defense Committee. He is also a member of the Presidium of the Political Council of the Krasnoyarsk Regional Organization of United Russia and a member of the Krasnoyarsk Regional Headquarters of the All-Russia Popular Front.

Due to Russia's invasion of Ukraine, he was subject to international sanctions from the European Union, the United States, the United Kingdom, and several other countries.

Biography
In 1986, he received a higher military education in military-political specialty, graduating from the Airborne Troops Department of the Novosibirsk Higher Military-Political Combined Arms School named after the 60th Anniversary of the Great October Revolution.

In 1999, he completed retraining and received a degree in Lawyer-Organizer of Law Enforcement Activities at the Academy of Management of the Ministry of Internal Affairs of Russia.

After graduating from military academy, from 1986 to 1992, he served as a deputy company commander, commander of a separate reconnaissance company, and deputy commander of a parachute battalion in the 76th Guards Airborne Division.

He carried out special missions in Azerbaijan, Kyrgyzstan, Lithuania, and Armenia.

From 1992 to 2001, he served in the Ministry of Internal Affairs of Krasnoyarsk Krai. First as chief of staff of a private security battalion, then, from 1993, he served in the Special Rapid Response Unit (SOBR) of the Krasnoyarsk Krai Directorate for Combating Organized Crime as a unit commander. He later held the position of commander of the OMON special forces unit for Krasnoyarsk Krai. He participated in combat operations in the Chechen Republic. He is a police colonel.

In 2001, he ran for deputy of the Legislative Assembly from the "For Lebed" electoral bloc. He was elected as a deputy of the Legislative Assembly of Krasnoyarsk Krai.

In 2007, he ran for the Legislative Assembly of Krasnoyarsk Krai on the United Russia party list, and following the distribution of mandates, he became a deputy of the Legislative Assembly of Krasnoyarsk Krai. He was a member of the Deputy Committee on Legality and the Protection of Citizens' Rights and the Committee on Education, Science, and Culture.

In 2011, he ran for the Legislative Assembly on the United Russia party ticket in single-mandate constituency No. 6, and was elected as a deputy of the Legislative Assembly of Krasnoyarsk Krai.

In September 2016, he ran for the United Russia ticket in single-mandate constituency No. 54, and was elected as a deputy of the State Duma of the Russian Federation of the 7th convocation.

He participated in the war against Ukraine as a volunteer from May to September 2024.

He died suddenly on March 23, 2026, at the age of 60, in a hospital during a scheduled medical procedure from cardiac arrest. He will be buried in Krasnoyarsk.

Legislative Activity
From 2016 to 2019, while serving as a deputy of the 7th State Duma, he co-authored 116 legislative initiatives and amendments to draft federal laws.

In 2023, together with deputies Andrei Kartapolov and Andrei Krasov, he introduced a bill to the State Duma raising the age of military conscription to 30.
