Latvia was among first countries, where voting rights for women were introduced
The revolution in 1905 in Russia the most actively took place in the most developed and litarate parts of Russian Empire.
Whilst average literacy rate in Russia in beginning of 20th century was about 20%, in its latest occupied parts like Estonia, Finland and Latvia literacy rate exceeds 90%.
On the 3rd of December 1905 "Protectors of Latvian municipalities assembly" decided to hold municipal elections "not later than 23.12.1905 where all citizens older than 20 years old, both men and women has to participate".
Among deputies were several women elected.
On 15 and 16 March 1907 Parliamentary elections with universal suffrage regulation were held in the autonomous (in Russian Empire), Grand Duchy of Finland
