“The NKVD authorities have taken into account up to 25,000 people, the so-called “Harbin residents” (former employees of the Chinese Eastern Railway and re-emigrants from Manchukuo), who settled in railway transport and in the industry of the Union...”,
Re-emigrants were different ethnicities (incl. local), but large part of them were Russians.
The second paragraph states that:
“Everyone is subject to arrest Harbin residents”
and follows a list of 13 categories of persons, ranging from those exposed and suspected of terrorist, sabotage, espionage and sabotage activities to participants in counter-revolutionary sectarian groups.
The operation was to be completed by December 25, 1937.
During the execution of this order, during 1937-1938, 53,906 “Japanese spies” were arrested.
